The City of Livermore Public Works Department is comprised of four divisions: Airport Division, Golf Division, Maintenance Services Division and the Water Resources Division. The annual operating budget, not including capital programs is approximately $17 million dollars. There are just over 100 regular employees and approximately 15-20 temporary employees in the department.

The Airport Division is responsible for the operation and maintenance of the Livermore Municipal Airport. The airport serves private, business and corporate tenants and customers. The airport has two parallel runways, 393 aircraft hangar units of various sizes, 250 open area aircraft parking spaces, 570 based aircraft and approximately 240,000 annual aircraft operations making it the tenth busiest airport in California.

The Golf Division is responsible for the operation and maintenance of two municipal golf courses, Las Positas an 18 hole, 6725 yard championship course with a 9 hole executive course, and the Springtown Municipal Golf course, a regulation 9 hole 2962 yard golf course. Both courses offer food services through leased operators, and have electric carts to accommodate golfers.

The Maintenance Division is responsible for street maintenance, facilities maintenance, traffic signals, street lighting, traffic signs and markings, park trees, street sweeping, and fleet services. Other maintenance activities performed by this section include roadside culvert cleaning, leaf removal, pothole repair, litter removal in the public right of way, and annual weed abatement programs. The facilities section is responsible for city facilities, signalized intersections and streetlights. The fleet services section maintains all vehicles in the city fleet and provides fleet maintenance for the Livermore School District and numerous outside fire departments.

The Water Resources Division is responsible for the city's three utilities: water, wastewater and storm water. Each Utility is self supporting through rates(enterprise funds). The Water Utility delivers water to more than 25,500 Livermore residents(Cal Water provides water to the balance of Livermore's residents). The Water Utility also distributes recycled water produced by the wastewater utility. The Wastewater Utility treats all of the sewage in the City of Livermore and then sends the treated wastewater(which is not recycled for reuse) through the Livermore Amador Valley Water Management(LAVWMA) pipeline to the East Bay Dischargers Authority in San Leandro. The wastewater Utility also administers numerous mandated regulatory requirements and programs . The Stormwater Utility operates and maintains the City stormwater collection system and administers the countywide stormwater permit.
